HAVS Advanced: Vibration Risk Management and Compliance (US)

Tier 2

Operational Overview

Hand-arm vibration syndrome causes permanent nerve, blood vessel, and joint damage in workers who use vibrating tools without adequate controls. In the US, there is no OSHA number to hit or avoid, which makes this program harder to build, not easier.

This course gives you a working program based on the ACGIH Threshold Limit Value and NIOSH guidance, the two references OSHA and the courts actually look to when deciding whether a hazard was recognized and should have been controlled under the General Duty Clause.

By the end, you should be able to build and defend a vibration program that would hold up to scrutiny, not just describe the hazard to a coworker.

Instructional Objectives

  • Explain how hand-transmitted vibration causes HAVS and why the US relies on the General Duty Clause rather than a specific numeric standard.
  • Apply the ACGIH TLV and ANSI S2.70 measurement methodology as the practical working standard, while understanding its non-binding status.
  • Apply the vibration control hierarchy to named tools and tasks.
  • Design a defensible medical surveillance and monitoring program referencing NIOSH recommendations.
  • Recognize the limitations of wearable vibration monitoring as a supplement to, not a replacement for, formal exposure assessment.
  • Maintain records capable of demonstrating a recognized-hazard defense if OSHA investigates a claim.
