Operational Overview

Your foundation course explained that each MENA country places its own general duty on employers. Qatar's version of that duty comes from a single national policy issued jointly by two government bodies working together, rather than two separate parallel systems.

On top of that shared foundation, Qatar's Public Works Authority, Ashghal, adds its own further Construction Safety Standards, but only for major public projects above a specific contract value. Most private construction sites sit outside that additional layer entirely.

This annex assumes you have already completed the foundation course. It builds directly on the general duty of care and the ACGIH practical benchmark covered there.
