Your foundation course explained that MENA has no single regional law, and that each country places its own general duty on employers. Dubai adds a further layer worth understanding properly.

Federal UAE law sets requirements that apply across the whole country. Dubai Municipality then adds its own construction-specific requirements on top, but only for the areas it actually regulates. Several of Dubai's largest free zones fall outside Dubai Municipality's jurisdiction entirely, with their own separate regulator instead.

This annex assumes you have already completed the foundation course. It builds directly on the general duty of care and the ACGIH practical benchmark covered there.
