Noise Advanced: Noise Risk Management and Compliance (US)

Tier 2

Operational Overview

This course builds on the awareness you already hold. It moves from recognizing noise risk to actually managing it: assessing exposure properly against OSHA's binding standard, applying the right controls before protection, and running a hearing conservation program that catches damage before it becomes permanent.

OSHA's noise standard runs on two separate numbers that do two separate things: an 85 dBA action level that starts your program obligations, and a 90 dBA permissible exposure limit that makes hearing protection and controls mandatory. Confusing the two is one of the most common ways a program falls short. By the end of this course, you should be able to defend your program to an OSHA inspector, not just hand out earplugs.

Instructional Objectives

  • Interpret OSHA's 85 dBA action level and 90 dBA permissible exposure limit correctly, understanding that they trigger different obligations, not the same duty at two points.
  • Explain the 5 dB exchange rate used to calculate daily noise dose and why it differs from the 3 dB rate used in some other countries.
  • Apply the control hierarchy to noise specifically, with protection as the last resort below the PEL, not the default response.
  • Select and justify hearing protection against a real Noise Reduction Rating, and recognize when dual protection becomes necessary.
  • Design a defensible hearing conservation program aligned with OSHA's audiometric testing and Standard Threshold Shift notification requirements.
